Maricopa County Elections not connected to NSA report of Russian-hacked voting vendor, according to County Recorder Adrian Fontes: The Maricopa County Recorder's Office and Elections Department is not connected to Monday's report of a voting software vendor that was hacked by Russian Military Intelligence. The Maricopa County Recorder has an in-house IT department that builds its own voter registration software and electronic poll book check-in system. Maricopa County Elections has no tabulation software connected to the internet. The IT department was in the process of significantly improving its already robust security systems prior to the release of this new information. "Our IT team prioritizes security," said County Recorder Adrian Fontes. "It is important that voters know they can trust our systems and are always welcome to ask questions."

52% Say Trump Travel Ban Anti-Terrorist, Not Anti-Muslim Half of voters still favor President Trump's temporary travel ban and see it as an anti-terrorist measure, not religious discrimination. Voters also think the U.S. Supreme Court is likely to uphold the ban.

Six-term Mohave County Supervisor Buster Johnson has seen several pieces of legislation passed by State lawmakers that he found himself shaking his head at.  “We elect folks to go down to the State Capitol and make smart, financial decisions for us, but sometimes what seems like a good idea at the time turns out to cost taxpayers millions of dollars when it’s all said and done,” Johnson said.  “Like with pension reform, there are a lot of bills being passed that are being paid for on the backs of counties and cities and very few people are taking notice to it.”

Goldwater Institute CEO Darcy Olsen: If you are at risk for heart disease, your doctor probably recommends taking an aspirin every day. But did you know the U.S. Food and Drug Administration has never formally authorized this use of aspirin? Patients using legally available medicines for uses not approved by the FDA is a common practice these days. In fact, doctors report that one of every five prescriptions are for treatments not approved by the FDA. Another study found nearly one of every three chemotherapy treatments were conducted with drugs not approved by the FDA for that specific cancer. It’s perfectly legal for doctors to use their training and experience to match patients with the best available medicines. But drug manufacturers who learn about successful treatment options are forbidden from sharing such details with physicians and insurance companies. Drug manufacturers who just talk about what doctors are doing face prosecution and criminal fines. In a free society, it never should be a crime to share truthful information about medical care. The Arizona Legislature made history early this year by unanimously adopting the Goldwater Institute’s Free Speech in Medicine Act. Arizona became the first state in the nation to protect the right of manufacturers to communicate truthful information about drug uses beyond those listed on their labels.Today, the Goldwater Institute encouraged other states to join Arizona with a new policy report, Restoring Free Speech in Medicine: How state lawmakers can overcome FDA regulations that keep doctors and payers in the dark. Congresswoman Martha McSally introduced legislation to phase out and ultimately end the practice of testing the safety of cosmetics on animals in the United States. The Humane Cosmetics Act will prohibit selling or transporting any cosmetics in interstate commerce if any component of the final product was developed or manufactured using animal testing. “The cruelty animals are subjected to during cosmetics testing is unacceptable—from lethal dose tests to irritation and force-feeding tests. Not only are these tests inhumane, but modern technology makes them unnecessary and overly expensive,” said McSally “The cosmetics industry is already using alternative cutting edge testing methods that are safer, cheaper, and don’t hurt animals. It’s time the United States join the ranks of over 30 other countries in the developed world to stand against this vile practice. The inhumane treatment of animals serves no place in our society.”  The Humane Cosmetics Act will bring U.S. cosmetic policy in line with more than 30 countries that have already implemented bans on animal testing and the sale of animal-tested cosmetics—including the European Union, Israel, Norway, Switzerland, and India.  In fact, of the 13 biggest importers of American cosmetics, 8 countries have bans in place or legislation under consideration. To sell their products to these countries, American cosmetic companies already have to comply with animal testing bans. 700 cosmetic brands in North America don’t test products or ingredients on animals, and instead use other affordable, proven methods of testing and innovate with thousands of ingredients already proven safe for use. The legislation has been endorsed by 195 companies in the cosmetic industry, and the Humane Cosmetics Act is supported in equal measure by Republicans and Democrat cosponsors.

Congresswoman Martha McSally on Wednesday will be joined by Emmy-nominated actress Kate Mara (“House of Cards,” “Megan Leavey”), The Humane Society of the United States, Humane Society Legislative Fund, and Care2 in delivering over 134,000 petition signatures to the U.S. Department of Agriculture (USDA) urging the agency to restore online records of inspections and violations of the federal Animal Welfare Act and Horse Protection Act. In February 2017, the USDA, without warning, deleted online access to thousands of reports published by the USDA detailing animal welfare inspection results for more than 9,000 licensed facilities that use animals, including puppy mills, zoos, circuses, roadside operations and animal research facilities. McSally authored a bipartisan letter signed by 101 House members calling on the Administration to restore online access to these thousands of reports published by the USDA. The Administration has re-posted a batch of documents related to animal welfare inspections, but the majority of records have not been re-posted. “The public has a right to know if regulated entities have abused animals or failed to meet basic welfare standards. Lack of access to Animal Welfare Act and Horse Protection Act documents not only undermines those federal laws, but also interferes with state and local laws meant to protect animals and consumers,” said McSally.  “We should be increasing government transparency, not shielding those cited for violations of these key animal welfare laws.”

Senator John McCain applauded the Senate’s unanimous passage of the Department of Veterans Affairs (VA) Accountability and Whistleblower Protection Act, bipartisan legislation he cosponsored that would reform the VA by allowing the VA Secretary to dismiss bad employees, and ensure appropriate due process protections for whistleblowers. Senators Marco Rubio (R-FL), Jon Tester (D-MT), Johnny Isakson (R-GA), Jerry Moran (R-KS) and 27 other senators also cosponsored the bill. The legislation now moves to the U.S. House of Representatives. This legislation would provide the VA Secretary the authority to discipline employees at all levels, and hold them accountable for their wrongdoing. It would also protect whistleblowers from retaliation and reprisal, require training of all VA employees about whistleblower protections, streamline the authority for the VA Secretary to rescind bonuses and relocation expense reimbursement when necessary, and allow reductions to certain retirement pensions upon conviction for misconduct.This legislation is an important step forward in correcting the archaic and broken civil service system that has prevented the VA Secretary from removing bad actors, including those responsible for the scandal in care in Phoenix and around the country,” said McCain. “This legislation provides the VA Secretary the authority needed to hold employees accountable for their wrongdoing, and strengthens protections for whistleblowers who are committed to the health and wellbeing of veterans. Our veterans deserve a VA they can have trust in, and these commonsense reforms are key to restoring that confidence. I urge the House of Representatives to quickly take-up and pass this much-needed measure for our veterans.” A one-page summary of the legislation can be found here.

Gov Doug Ducey has signed an emergency declaration to address the growing number of opioid deaths in our state. Newly released data from the Arizona Department of Health Services shows in 2016, 790 Arizonans died from opioid overdoses – an average of more than two people per day. The trend shows an alarming increase of 74% over the past four years. The declaration directs the Arizona Department of Health Services to rapidly respond to this public health emergency. “As the number of opioid overdoses and deaths increase at an alarming rate, we must take action. It’s time to call this what it is — an emergency," said Ducey. “Most of us know someone impacted by substance abuse – our family, our friends, our neighbors. Our hearts ache for them, but that isn’t enough. We must do more. I’m declaring a statewide health emergency, because we need to know more about the epidemic, including enhanced data that illustrates when and where these overdoses occur so that we can develop real, targeted solutions.” The declaration gives the state the ability to coordinate public health efforts between state, local, and private sectors and allow the state to utilize all its public health resources and help put naloxone into the community to help prevent drug overdose deaths. The declaration and enhanced surveillance advisory will provide for enhanced reporting of overdose deaths from doctors and hospitals.
