Itasca Small, PC/SC LD25: THANK YOU, to All SCs who joined Joe Neglia, Tim Horn, Jim Dutton, me and others, in our ACTION to reclaim the integrity of the AZ Republican Party in the conduct of our State Mandatory Meeting on January 27th! As the legitimacy of our tactics became evident, you stayed with us! We voted to defeat the first three special preference bylaw amendments! Then, when my points-of-order had exposed the procedural violations of the voting, my Fellow-LD25 SC, Jacque Wilson, spoke-out at Warp-Speed to second my reiteration of Jim Dutton’s rejected Motion to Table! Thus, precluding “Presider” Al Gage’s attempts to deny the motion’s validity. Then, You, our Fellow-Members of the Body, knew the right thing to do! And, WE, the People, voted to table the amendments to end the out-of-order proceedings! For Our Liberty under God!
Activist Archie Dicksion: The Saturday AZGOP Mandatory was more of the usual chaos. A number of people got there early to gather signatures to allow my anti-proxy resolution to be considered from the floor. We were approached by some lady, who basically said we had to stay in the parking lot to gather signatures. We managed to get the necessary number of signatures. The meeting agenda definitely needs some major changes.  The seven (7) speakers consumed over an hour with little or no meaningful information. Brnovich, Gosar and Biggs provided some useful information; the rest was a waste of time. The meeting was to run from 9am to 3 p.m. with lunch shoved in somewhere. It would appear that party business should come first - then political speeches. As I recall, there’s a total of 1,254 total state committeemen. Only 581 were present in person, 385 were there by proxy and 285 were total no shows. Thus with the no shows and proxies combined over 53 percent of all state committeemen did not actually participate in the meeting in any meaningful way. The question is, how many of those proxies would have actually attended if my resolution and been in effect and adopted into the bylaws? Probably some, but not all. In my humble opinion, the Arizona Republican Party is in danger of  defeating itself  if they do not make some changes soon.  A state committeeman has only one meeting per year to attend. Less than 50% attended. If you do not intend to attend, why seek election. At the MCRC meeting earlier this month, 43% of all votes cast were by people not present.  A party that cannot count on its members to attend meetings and perform at least some work for the party simply cannot continue to survive. The reports are that President Trump, contrary to his  campaign  promises, is now going to urge and pathway to citizenship for 1.8 million illegal immigrants. That is probably on the downside of the actual number that will be given amnesty and citizenship.  Guess who those people are going to vote for?  There are many hardworking party workers, but we simply must purge the party of those who are precinct committeemen and state committeemen in name only for purposes of allowing someone else to carry their votes. In any event, all proposed bylaw amendments were either defeated by vote or by a motion to table. The resolutions calendar item was never considered as the time for room occupancy had expired.
LaPaz County Chairman Russell Sias on Saturday's AZGOP meeting: We beat back all but the housekeeping changes. Joe Neglia was really sharp in calling out of parliamentarian A. Gage. The bylaw committee changes were broken out by item.  Most, except the housekeeping stuff, were voted down.  The bylaw issues were last, although, we sat though many candidate speeches against illegal immigration.  Sec Gabby Mercer did herself well, as she spoke against the imposed limitations of not being able to do the job she was elected to do.  She made the point of being denied access to party info.  Neglia forced allowing her report - she was going to get skipped over.
I sat within a few feet of the microphone that Kathy Petsas used to whine against those who spoke against the bylaw motions.  Neglia controlled the manipulations of the Parliamentarian who clearly wanted to support the bylaw change motions to pass her committee changes in total.  Once they were broken out into individual discussions, it was pretty much a done deal.  None passed of any significance.  Meeting ran so late they (rentors) wanted the building cleared. Few left early. The last half dozen motions or so, never even got considered, much to the consternation of Gage and Petsas.  She was visibly upset that her changes didn't go over, attempting several times to override opposition speakers, and interrupted Gage at times as well.
The crowd was pretty much suspicious of the cabal.  Proxies were not popular, nor were they proudly carried about as in years past.  Voting was via a website, www.simplyvoting.com, User IDs and passwords were provided in the credentials packet of campaign flyers.  I never received the mailed-out call letter. Voting via the website allowed for a proxy carrier to vote all their proxies as a single vote count.  The way the vote carrier went, was the way the proxies went.  At least that is what appeared to happen as far as I could see.
Nothing was said about my bylaw change proposal, but it was clear that Archie's (anti-proxy) and my proposal created an underlying current of mistrust.  Probably 20 people, whom (I do not know), stop me with positive comments.  Obviously, Frosty's Briefs, (with my picture) made a significant and positive impact for our cause.  Not a single negative comment was made to me.
It was a contentious meeting.  Respectful, but angry crowd. I think posting our opposition position to the cabal, making a public spectacle of their manipulations was a good one. I think our public exposure saved the day.  All in all, a good day! I have a recording of much of the meeting, at least the important parts.  We won, and big, I think.  Now, we need to wait and see how they change the bylaws with their "housekeeping" changes.
Arizona Town Crier Jim Ehl: One can only appreciate that LaPaz County Chairman Russell Sias had the time to put into his endeavor (bylaws proposal).  Too bad we don’t have more like him. The cabal, a group of people united in some close design together, usually to promote their private views or interests in an ideology, state, or other community, was not as effective as they had apparently hoped to be – including the non-elected executive dictator, the parliamentarian, an incompetent state chair, RINOs and sadly, too many laid back county chairmen.  Russell’s summary bears this out to the Town Crier . Remember the last Executive meeting where A. Gage threw his weight around and it looked like the state committeemen played dead because of Roberts Rules of Order ignorance.  Now it appears that Joe Neglia was able to call his bluff.  Good for Joe! And Sec Gabby Mercer is till in the dark after all this time.  And just who in the hell is there to help her??  The County Chairmen???  Don’t anyone count on it! Apparently the membership was not to be cowed down!  Lines, Petsas, Kenny, Gage and others should have had enough sense to realize that method of amendments to the bylaws was clearly written so that any proposed amendments was not to pass through a committee!!  Leadership competence??? The secretary has been asked for the results on votes.  Hopefully she will reply and then we will compare the update of the bylaws with the present one.  Remember, “C. Applicability of Bylaws These bylaws apply fully to the county committees of the Arizona Republican Party”.

The Maricopa County Board of Health will conduct a public meeting at 1:30 pm, Fri., Feb 2 in the Board of Supervisors’ conference room, 10th floor, 301 W Jefferson St in Phoenix, to approve initiation of regulatory change to Maricopa County Air Pollution Control Regulation III - AQ-2016-004-Rule 320 (Odors and Gaseous Air Contaminants). The Maricopa County Air Quality Department (department) is proposing to revise Rule 320 regarding manure removal/handling and transportation regulations.
