TJ ShopeShope Holds Up Proxy Bill, Activists Outraged Republican activists are growing impatient with Arizona House of Representatives’ Rules Committee Chair T.J. Shope for apparent refusal to allow a hearing of HB2012. HB2012, known as the Proxy Bill, that would prohibit precinct committeemen from voting more than two proxies at the political parties’ state, county and legislative district level meetings. Currently, according to activists, both the Republican and Democratic parties’ establishment use proxies to block the efforts and candidates of grassroots’ membership. Christian artists Joanna Duka and Breanna Koski of Brush & Nib Studio rightly serve all people; however, they should not be compelled by the City of Phoenix to communicate messages that violate their sincerely held religious beliefs,” stated VP of Policy & General Counsel W. Michael Clark, in announcing Center for Arizona Policy’s (“CAP”) filing of a brief with the Arizona Court of Appeals yesterday. CAP has filed its friends-of-the-court brief in Brush & Nib Studio v. The Arizona Game and Fish Department Outdoor Expo, presented by Shikar-Safari Club International, will be held from 9am-5 pm, Sat, March 24, and 9 am-4 pm, Sun, March 25, at the Ben Avery Shooting Facility in Phoenix. The free event offers loads of activities, presentations and exhibits for everyone from novices to seasoned outdoor recreationists. The Expo has come a long way since its inception, growing from a small occurrence with a handful of attractions and exhibitors in 2004, to one of the north Valley’s biggest and best-attended annual events. Some of the things attendees can do include:

· View live wildlife (hawks, reptiles, small mammals, more) in the expanded amAZing Wildlife tent.

· Give kayaking a try at the “Lake Paddlemore” kayaking pond.

· Hike a field course and learn cool camping tips.

· Take the kids to two huge catch-and-release fishing tanks.

· Learn target archery.

· Try out different firearms in a safe, controlled environment on the shooting range, or learn specialty shooting disciplines such as clay target, cowboy action, practical pistol, black powder, air gun, and more.

· Learn from informative talks on topics on wildlife, conservation and outdoor recreation.

· Attend exciting cowboy mounted shooting competition at the Royce W. Anderson Family Arena.

· View off-highway vehicle exhibits, rock crawler demonstrations, and learn about responsible riding.

· View boating exhibits and learn about watercraft safety.

· Visit with more than 150 exhibitors, including outdoor organizations, government agencies, and commercial vendors of outdoor products and services.

Admission and parking are free, but people might want to bring a little cash for the variety of food and beverage concessionaires and other vendors. archie dicksionAnti-Proxy Spokesman Archie Dicksion: The past several years, many people in the Arizona Republican Party have abused the proxy procedure to control party elections. Despite the request to change the procedure, party leadership has been able to beat back those requests. It is about certain individuals remaining in power. Many Republicans have worked long hard hours to bring about change. They were defeated at the party level by leadership invoking artificial rules to prevent the items from coming before the group for a vote. At the legislative level, meetings with individual legislators were made to ensure that a Bill was introduced and considered for passage in an effort to correct this problem. The proposed legislation was passed at the Government Committee level and should have then been placed automatically before the Rules Committee, before passing on to the Committee Of The Whole for a vote. That process got sidelined. Who has the authority to sideline the bill? T. J. Shope, Chairman of the Rules Committee, Speaker of the House J.D. Mesnard and the Governor. When I realized the matter was not going to be brought before the committee, I e-mailed to the Governor. He responded that it wasn’t him – that he does not get involved with the legislators. The first part may be correct, but the part about not getting involved with the legislators? Well you decide for yourself. The real question is why would the Governor, The Speaker or the Committee Chairman block the Bill? You can hold your breath until you are blue in the face and not receive an honest answer. People sent emails and called Mesnard’s and Shope’s offices requesting the Bill be passed. Did they block the requests of hundreds of Arizonans or did someone request they block the Bill? We will never know, but for those of you who reside in their legislative district, we can remember this when they come up for a vote for reelection. If they will not support us, why should we support them? It is time for party leadership and legislators, be they Democrats or Republicans, to understand that the party base gets them elected. It is long past time for them to stand up and support the party base. Remember, merely because we loose a battle, does not mean we lost the war. If necessary, we must work to bring it up again next year and the year after that until we are successful in regaining control of the party. Lynne Breyer, AZRA Interim President: The “Resolution of Support” for the removal of Ardith Hildebrant (Yavapai County Republican Assembly 3-6-18-briefs) was written in violation of the AZRA Bylaws and is 100% without merit. This stems from misappropriated funds deposited to the AZRA account being returned by Hildebrant to the rightful owner. When  Cid DeLa Fuente was asked by Hildebrant if he gave the account # to anyone, Cid responded, “I am the President. I don't have to tell YOU anything.” Like with AZGOP, he violated the Bylaws. Only the Treasurer has authority to deposit checks. Hildebrant was instructed by National Federation of Republican Assemblies to reverse the transaction, as it was NFRA money that was inappropriately deposited. Seemingly, DeLa Fuente, Jim Dutton and Walt Steiner don't know the difference between misappropriated funds, a punishable crime, and an “expenditure,” which is what they choose to call the reversal.

     The ExCom demanded Hildebrant resign. Next, they called a special BOD meeting required to remove her. They didn't get the needed votes. Again, like AZGOP, they violated Robert's Rules by refusing to allow five BOD members to vote. DeLa Fuentes, Dutton and Steiner resigned during the meeting, which was their premeditated plan if they lost the vote. Hildebrant had no reason to resign, they refused to accept the vote outcome and now act as though the vote never happened. According to Robert's Rules, their oral resignations were accepted because “there was reasonable opportunity for them to have been accepted.” (Robert's Rules, 11th Edition, page 291) No BOD member objected to their dramatic resignations, which are irrevocable. They have no authority over AZRA. They acted lawlessly for the six weeks duration of Cid's presidency, like AZGOP does. Hildebrant alone has complied with the Bylaws and her oath. The three mentioned have, in the stye of the AZGOP, consistently violated them. I have attached two letters, one from an attorney and one from the President of NFRA, praising Hildebrant.

     Republican Assemblies was formed in 1931 according to research. Ronald Reagan and Phylis Schlafly were members. Thayer Verschoor ran AZRA for over three years with no such behavior. Hildebrant was assistant Treasurer and then Treasurer most of that time, handling most of the day-to-day transactions. The majority of the BOD of directors have met and elected me as the interim President until our Convention on May 5. Lawlessness such as theirs will not be tolerated.


Jim Dutton, Prescott AZRA Chapter First Vice President to the AZRA Exec Committee: I was appalled to read the twisted fairytale of events written by Lynne BreyerWes Harris publicly stated that he had received verbal authority from the President of NFRA, Willes Lee, to deposit $11,146.01 into AZRA’s account as our share of the proceeds from the National Convention.  Harris had resigned as Treasurer of NFRA and was trying to get AZRA their share of the proceeds in a timely manner. Prior to Harris informing the Executive Committee we had no knowledge of the above.  Ardith Hildebrant was keeping this information from the Executive Committee and Board of Directors. Offenses and violations of the Bylaws, P&P and ethics abound in the return of the $11,146.01 to NFRA.  If there truly was a legitimate problem with the deposit of these funds, it should have been brought immediately to the Executive Committee’s attention by both NFRA and Hildebrant.
     The Executive Committee and the President are delegated authority in the bylaws to govern the affairs of AZRA.  A committee is established so that no one individual can gain dictatorial control over the organization.  (See Section 3.02 paragraph (b) & (e))  Each member of the committee has one vote on all the matters that affect AZRA. The facts clearly show that Hildebrant violated the bylaws and P&P by making transactions in excess of $100 without Executive Committee approval.  Regardless of the reasons used to justify her actions these violations were numerous and willful.

     Lynne promotes a lie by stating that the Executive Committee members don’t know the difference between a reversal and expenditure.  This was another thinly veiled attempt to justify the unauthorized financial transactions being made by Ardith without Executive Committee approval.  A reversal is just as much a financial transaction as any expenditure.

     In my first Executive Committee meeting I observed that Ardith had a bad attitude and was not a team player.  We discussed how to be more professional in our public relations and communications procedure. We learned we had more than one account for mass mailings as well as the website so it was decided to condense/coordinate them so that nothing went out from AZRA that hadn’t been approved. It was revealed that Hildebrant and Breyer were the only ones with access to these accounts. I was taken back by this since Breyer had willingly resigned as 1st Vice President and should have turned over her access and all records within 15 days, according to those pesky bylaws and P&P.  (See Bylaws Section 3.02 paragraph (g) & P&P Section XI)  Ardith was asked to make sure the current members of the Executive Committee were given access to the mailing accounts and AZRA website.  She refused and has never complied with the request.
     Again Lynne misrepresents the facts when accusing the Executive Committee of violating the bylaws and not allowing BOD members to vote.  The truth is that the Bylaws contain explicit details on what is required of Local Chapters to be recognized and chartered by AZRA.  (See Section 4.09)  The bylaws also contain details concerning Continuing Requirements that each chapter must fulfill.  (See Section 4:10)  In an effort to ensure that all chapters were compliant, since many of them were unaware of their obligations, an email was sent to the chapters asking them to forward the documents that should have already been submitted.  Unfortunately a few of the chapters had never met the initial organization requirements and/or the continuing requirements; therefore, according to the bylaws, could not vote.
     As to the claim that resignations were offered at the meeting and are irrevocable, we find Lynne being selective in her references to Robert’s Rules.  In the chaos of that BOD meeting a few verbal resignations had been offered out of sheer frustration.  However, if one reads the context of Robert’s Rules of Order, they will find that there are definite procedures that must be taken before a resignation is considered to be accepted.  (See page 291)
     I drafted my resignation and sent it to the Executive Committee and BOD.  My resignation, according to Robert’s Rules, is actually a request to be excused from duty. Cid, the current president of AZRA, refused to accept my resignation and the BOD never met to vote on accepting my resignation so I remain in office for the time being. To my knowledge none of the other members of the Executive Committee ever officially tendered their resignations.  It should be noted that their verbal resignations at the meeting were out of order because my motion was already on the floor and never addressed.
     As for paid membership records, Nancy Ordowski is still the membership chairman and has tried repeatedly to get information from Ardith concerning the status of members who either paid online or directly to Ardith.   Four such requests have gone unanswered; therefore, the membership records are incomplete.
     Lynne Breyer now claims to be the interim President of AZRA, however, there are no provisions in the Bylaws or P&P for any Coalition of Presidents or even select chapters voting in Executive Committee members.  Not all Chapter presidents were notified of this meeting and some that did attend are not even charted by AZRA. What we have here are two people whose desire for control and power has driven them to start a rogue group that they wish to call AZRA.  They have arrived at this place by continually violating the bylaws of the real Arizona Republican Assembly and also retaining control of its assets.  AZRA members must make a decision.  Do you really want to see AZRA fall like a house of cards due to the actions of Lynne Breyer and Ardith Hildebrant or do you want to take control of your organization and remove them from the its membership rolls? My hope continues to be that AZRA can survive this onslaught of negativity and the subversive designs of Breyer and Hildebrant. Late last night Dutton verified that he wrote the memo to the AZRA ExCom in an effort to disspell errant rumors that are circulating.  Dutton is a state committeeman and is a former Yavapai County Republican Chairman. – ft


we harrisLD20 PC Wes Harris: I have to take great exception to Diane Douglas' piece on her career as our Elected State Superintendent of Public Instruction. 3-5-18 Briefs   This was and is nothing more than campaign hype at it's worse.  Never have I seen such a slanted depiction of a blow by blow performance.  Not stated was her total alienation of all of those (many copied on this note to you) Diane Douglas Supt of Edwho worked tirelessly to put her on the ballot, collect $5 contributions, get out the vote for her, etc. etc. only to be not thanked but completely thrown under the bus.  Also not stated was her total alienation of the press...granted the press is no Republican's friend but to shun them was ill advised and childish.  Also not stated was her betrayal of the Citizen's Committee she set up to review the Common Core Standards which she rejected and her recommendations to the SBA ran the opposite of the recommendations by this committee.  Her line by line depiction of the elimination of the Common Core Standards in both English and Math are a sham at best as the majority of these standards are still in place christened with a new name...AzMerit.  All lies and innuendos cherry picked to make it appear that she fulfilled her commitments to the voters which she glowingly did not.  This is a classic "rose by any other name" portrayal.  Not noted was her allowing her office to be gutted by the Governor who has and never has any jurisdiction over this office but has rested (sic) it away from Diane because she had so alienated everyone who could have helped her defeat his power grab...the result is a great weakening of a once powerful office and rendering it as nothing more than a puppet and 'secretary' to the SBE.  Finally, not mentioned is the fact that, as with Tom Horne in the past, she allowed the Governor to usurp the authority of the State Senate and House's jurisdiction over Education statutes.  Common Core never was voted on nor enacted into law and neither was AzMerit...the white elephant that used to be known as 'Common Core'. Frosty, I'm sorry but you were duped otherwise you never would have printed this erroneous and false hype. Editor’s Note: Wes, apparently you missed the 3-1-18 Briefs in which I wrote “…Parents have every right to be angry that Common Core hasn’t been complete wiped from Arizona schools as promised. ELECTED OFFICIALS COMMENTARY

Andy BiggsRep Andy Biggs: Maryland judge Roger W. Titus has ruled that the Trump administration acted within their constitutional authority when repealing Obama’s DACA executive order.  While this is welcome news, unfortunately the DACA program will continue in perpetuity because competing rulings have mandated the program remain in place until all legal challenges are resolved. Biggs said, “Judge Titus is correct in restating what I have said all along: President Trump was wholly within his right to repeal the DACA program. I hope other judges around the country take notice of Judge Titus’s opinion and refrain from inserting their political biases into their judicial considerations.”

Martha McSally 3Rep Martha McSally yesterday questioned General Waldhauser, the Commander of U.S. Africa Command (AFRICOM) on the ability of the U.S. military to execute time-sensitive and targeted strikes on known terrorists in Africa, specifically to prevent terrorist activity carried out by Al Shabaab in Somalia and the Sahel region. As a Colonel in the Air Force, McSally was part of the initial cadre responsible for standing up AFRICOM and handling counter-terrorism operations in Africa under the Obama Administration. During the hearing, she described the frustration of watching “hundreds, probably thousands of Al Shabaab trainees being trained and graduated” and ramping up and preparing for an attack, “only to have to do a video teleconference with political appointees who would tell us that we had no permission to execute” attacks on confirmed targets. “That’s a perfect example of how not to do time-sensitive targeting when you have to put PowerPoint slides together and brief Washington D.C. on it,” she said.  “I think of one in particular who was involved in the embassy bombings in Africa in 1998, and we were asked the question, ‘well what have they done lately’ as if they were now a Sunday school teacher or boy scout leader,” she said, highlighting one example. McSally asked the General, “We were only ultimately allowed to schwack one terrorist while I was there, while we worked up for dozens, and we watched hundreds, maybe thousands, being trained by Al Shabaab. Has something shifted, as far as decentralizing the decision-making so that you can actually go after some of these terrorists when they do pop up so that we can take them out?” Waldhauser responded, “The bottom line is, we have the authorities that we need. The scenario that you described is not the way it is today, and I am very comfortable with how this is being done.” She asked if the change is a result of the Trump Administration’s new counter-terrorism policies. “Do you have additional authorities and decentralization over the last year?” Waldhauser: “To be honest, we had some authorities under the previous administration, but they were for a specific period of time. What we have now aren’t bound by time--there are some bounding of geography and that type of thing, but we have the ability, and again to support, not just on our own, but a strategy for a federal government and president that we are trying to assist.” Click HERE to watch the full interaction below.
