Barbara Bush 3Former First Lady Barbara Bush passed away yesterday in Houston, Texas. She was 92. Along with Abigail Adams, Mrs. Bush is one of only two First Ladies in American history to see a child follow her husband to the U.S. Presidency. The White House released this statement last night: President Donald J. Trump and First Lady Melania Trump join the Nation in celebrating the life of Barbara Bush. As a wife, mother, grandmother, military spouse, and former First Lady, Mrs. Bush was an advocate of the American family. Amongst her greatest achievements was recognizing the importance of literacy as a fundamental family value that requires nurturing and protection. She will be long remembered for her strong devotion to country and family, both of which she served unfailingly well. The President and First Lady’s thoughts and prayers are with the family and friends of Mrs. Bush. The U.S. flag will fly at half-staff until sunset of the day that Mrs. Bush is laid to rest. archie dicksionUPDATE:  Hearing Alert On SB1519 From Archie Dicksion: On the legislative website the hearing is scheduled for 10 am., Thurs., April 19 in SHR 1 or upon recess of floor. The “Strike All” Bill now consists of 82 pages instead of the original 52 pages. Some takeaways from my hurried reading of the proposed legislation. There is no definition of the term “Severe Threat”. I have gone to 3 or 4 different sections referred to in the Bill to try to ascertain the meaning of that term. We still have the same violations of the 4th and 14th amendments. Now the detained person will have a right to a court hearing only upon written request. There is no specification as to whom that written request must be submitter or how it is to be submitted. You are entitled to an attorney, problem is, you do not know you need an attorney until after you are arrested. There is no provision for how you are entitled to contact an attorney or who will pay for that attorney if you cannot afford to pay. It could also impose criminal penalties upon third persons who have no knowledge of what is transpiring. It also imposes upon school teachers the duty to acquire additional education on mental health to observe students to determine if they are a threat to commit suicide. School district must now create new departments  and hire new employees solely for mental health purposes and what is called resource officers. This Bill in my opinion will cost hundreds of millions of dollars each year for the Department of Education. The Bill makes no provision to indicate where these funds will be derived. This Bill if possible is worse than the original.

Paul Eppihimer, Pima Co 2017Pima County Republican Party Chairman David Eppihimer put a stop to Anti-Gun Rally in Tucson School District when he sent this letter to Superintendent of Education Dr. Gabriel Trujillo, I know you are a busy man so I will be brief and to the point. I am aware of the upcoming Town Hall scheduled during 6th period this Friday at RUHS. This is an anti-gun presentation by three Democrat active candidates for public office; Steve Farley, Dr. Randy Friese and Yahya Yuksel, JD. To say this is an inappropriate use of publicly funded school property is an understatement, if not illegal. Ironically, the presentation is titled “Gun Violence and Public Education Funding.” I am calling on you to cancel this activity immediately, and further to make certain it is not rescheduled later at any other TUSD location. You must stop this publicly funded campaign appearance by these three candidates. Thank you for your immediate attention to this matter.

     Trujillo replied: Good evening Mr. Eppihimer,Thank you for bringing this matter to our attention. It is our policy and obligation to ensure that all on campus activities, assemblies, and gatherings are politically, religiously, and partisan neutral. Additionally, while on school property and during work hours, it is prohibited for any of our employees to use their respective positions to promote any political, religious, or partisan viewpoint or belief with students or with colleagues who may or may not share their respective opinions. We will be working with the Rincon administration to cancel the event. If the event is to be re-scheduled, it shall be re-scheduled as an evening event, after school hours, and shall be inclusive of Republican party lawmakers and/or candidates for public office. Rincon, in addition to our other 9 high schools, is attempting to create and facilitate an “on campus” alternative to student walk outs on April 20th (commemoration of Columbine). Any and all such on campus activities shall be politically neutral on the part of the adults, with the understanding that the school and district’s ability to regulate students’ expression of their 1st amendment rights is significantly less than the extent to which these behaviors can be regulated and enforced with our employees.

     Eppihimer response to Trujillo: Thank you Dr Trujillo for your swift action. In the event the meeting is rescheduled, which we hope will not be the case, we would have to consider carefully our participating through Republican lawmakers and /or candidates, as you suggest. You may or may not be aware that #ENOUGH is a George Soros sponsored initiative, which would seem to disqualify this event from ever being considered politically neutral, even with Republican representation.


Don Shooter LD13 SenShooter Files Notice Of Claim Against Mesnard, Adams : …In February, Rep. Don Shooter was expelled from the House of Representatives in connection to a claim made by Rep. Michelle Ugenti-Rita that he had sexually harassed her. In response, Shooter’s attorneys filed a Notice of Claim against House Speaker JD Mesnard and Governor Doug Ducey’s Chief of Staff Kirk Adams yesterday. At the time of his removal, many of his fellow legislators believed he was denied due process….

Russell Sias -LaPaz  co chrRussell Sias, La Paz County Chair: It seems we are facing a dilemma. We can continue to fight the cabal(s) in the Republican Party, or we can quit; fighting, I mean. It is my understanding that at the last statemeeting, we had some 384 proxies voting. So, what’s the point? We can either fight and lose, or simply quit fighting. What’s the difference? This is a contest, largely, between the reigning cabal and conservatives within the party. As we continue to fight, we continue to lose. In fact, with cabal supporters carrying 384 proxies in AZ, realistically there can never be any other outcome. Period. Sure, we can continue to fight, and lose, or we can wise up and quit fighting. Either way, we lose, so what’s the difference? The obvious answer is: None. What would this entail? Let’s consider quitting. I am at the point of quitting. The Party. Altogether. Across our country, the problem is the same. Conservatives are being held in check and have little to no voice in the affairs of the party. There are various tools used by the cabal to control, in AZ, its proxies. In UT, it’s allowing conventions to be hamstrung in the way they have recently altered state law to defeat caucus selections of candidates. My point is, RINO’s rule. Whatever, however it’s done, it is time for a do over. Let’s do it.

     When our own senators here in AZ, both of them, can vote to support Democrat positions and still claim to be conservative, there is little point is continuing this charade. We elected Pres. Trump, in the hope that he would clean house, and he is being controlled, not by Democrats, but by RINO’s. Let’s stop pretending that we can have a voice, when it’s painfully obvious we cannot. I propose, we just start over. How about, instead of registering new Republicans, we start registering those new Republicans to a new AND REAL conservative party. As I see the problem, this is the ONLY way we can support the man we elected as president to do what he promised. It’s time to step away from the fight, end this charade, and start over.


Arizona Town Crier Jim Ehl: Leadership starts at the top!   Read the AZGOP bylaws.  You will find that the State Chairman calls all the shots.  Secondly, looks like most of the 15 County Chairmen and state committeemen don’t give a damn.  So matter how many PCs we have, conservative or not, as long as one man calls the shots, what can one expect to change?   Mathematically, we probably have more conservative PCs than RINOs now and look where we are! Recently, an update of the AZGOP bylaws was tried.  It seem that it was so cumbersome that the effort fell on its sword! Opinions are like noses, everyone has one.  Here is mine. Have Mr Sias, an elected County Chairman, ( Or whomever) get the majority of the other 14 County Chairs behind him and complete ONE change to the AZGOP bylaws   Change the Executive committee to be made up of just the County Chairmen (who have purview over all the PCs) who will then select their own chairman, update the duties so they can hold the State Chair responsible for party decisions, no matter how many or what kind of PCs there are.   With no manner to hold the State Chairman responsible, he is free to do whatever, or support for elected office whomever he likes.  Or maybe put the AZGOP into another $23,000 in debt!   Be aware that the ARC legislates that the State Chair be the chair of the ExCom.  It’s none of the state’s business what goes into whose organizational bylaws so that must be addressed.


wes harrieLD20 State Committeeman PC Wes Harris to Gov Doug Ducey: I totally disagree with you on this one.  I agree that we do not pay our teachers enough but your approach...totally outside your purview as this is the responsibility of the School Governing Boards...is flawed and we see just how much the teacher's unions respect your efforts. The problem is not throwing more money at Education like your Prop 123 but determining where the money that is now in the system is going.  With only 52 cents out of every dollar going into the class room, don't you think that is where the problem lies?  Get rid of unfunded mandates, let teachers teach without undue supervision and meddling on the part of administrators...including you...and the Governing Boards will suddenly have enough money with which to raise their teacher's salaries...which again is their responsibility, not yours! If you want to do something for the teachers...help us do something about replacing Title 15 which has grown as fast at the IRS regulations...eliminate Middle Schools which takes away the need for school buses, for a starter and then look at why administration costs are draining our education dollars.  Just two ideas and we have many many more.

Gov Doug Ducey 2015 2Ducey’s letter to Harris below: Arizona teachers are some of the biggest difference-makers in the lives of children. They deserve to not only be respected for their hard work -- but also rewarded. That’s why we have a plan to provide teachers in Arizona a 20% pay increase by school year 2020. The education community supports this plan because it also makes significant NEW investments in K-12 education -- with flexible dollars for superintendents and principals to use for building improvements, new textbooks, technology or additional raises for support staff.

Here’s how it will work:

  • 10% pay raise for teachers by the start of the fall 2018 school year;
  • A 5% pay raise in 2019;
  • And another 5% pay raise in 2020.

What does this mean? Today, the average teacher pay in Arizona is $48,372. With this plan, it will increase to $52,725 by the new school year this fall. By the beginning of the 2020 school year, the average teacher pay for our teachers will be $58,130.If you agree that Arizona’s teachers deserve a 20% raise, co-sign the plan HERE.

American Post-Gazette - Teachers (Unions) Can Never Be Paid Enough: Arizona teachers demanded a 20% raise. Most of the state thought they were crazy to ask such a thing. Even many teachers thought it was too big a bite to hope for. But Gov. Doug Ducey caved to their demands and he claims to have a way to pay for it over four years. We haven’t seen that yet, but what state programs will be cut to pay for it? Besides, as mentioned in last week’s commentary, teacher pay is decided at the school district level by local school boards and highly-paid superintendents – not at the state level. So their ire is misplaced to begin with.

     But now we find out 20% isn’t enough. Teachers, or at least their angry, greedy, lying union leaders say it isn’t enough. In reality, there will never be enough money to satisfy them. If they ask for a 20% raise for teachers and it’s granted, now they demand more money for support staff. Sadly, they sound like Mick Jagger of the Rolling Stones, “I can’t get no satisfaction.” In fact, the liars will never be satisfied because it really isn’t just about teacher salaries or even support staff salaries. And it most definitely isn’t about “the children.” Union thug leaders want to brow beat us all into submission. They want total control of the appropriations process, not just for education, but for the entire state budget. And they want Democrats running the show. Liberal Democrats, of course.

     That’s why this #RedforEd is a sham. The Arizona teacher protesters are led by extreme liberal Democrats who want to take over state government. That’s what this “protest” is really about. They are in full-throated support of a Democrat for governor. That’s not what you call a non-partisan approach to salary negotiations. Just the opposite. And Ducey should know that, and he and the Legislature need to act accordingly. The union leaders are using deserving teachers and, of course, “the children,” to provide a smokescreen for what they truly are after: turning Arizona blue. There isn’t enough money in the entire state budget to satisfy the education bureaucracy; and there shouldn’t be enough votes in the state to allow this sham to continue. It is more than evident that most school boards and their highly-paid administrators refuse to use or are incapable of using their resources appropriately and pay teachers properly. So, if Ducey and Legislators can come up with enough money to pay teachers more, great, but it should be written in stone that the money can only go directly to teacher pay and nothing else!

Sal DiCiccio 2Phoenix City Councilman Sal DiCiccio: Think we have enough police officers on our streets in Phoenix? Think again.For years the council has been underfunding and understaffing our police department in order to make room for their senseless pet projects like light rail expansion. They throw taxpayer money out the window when it should be dedicated to critical services like protecting our citizens. Even with our current hiring, we will be over 150 officers short of where we were before the recession, and a THOUSAND OFFICERS SHORT of where we need to be now with our continued population growth. This has gone on too long and the people of Phoenix deserve to know their police have the resources they need to keep them safe. Fund our police NOW. Driver flees police; chase winds through central Phoenix Police took one person into custody and were looking for another following a pursuit of a vehicle theft suspect that wound through Phoenix in the noontime hour on Tuesday.The driver of a white SUV was weaving in and out of traffic at high speeds, narrowly missing other vehicles, plowing through red lights and driving the wrong way. At one point, the SUV drove a length of light-rail track. Phoenix city Councilman Sal DiCiccio tweeted that the police chase was preceded by a carjacking. A police spokesman confirmed that two people had been carjacked at gunpoint during the chase. Officers successfully used stop sticks to deflate the tires of the vehicle near 29th Avenue and Bethany Home Road. The SUV then careened onto a residential street and came to a stop in the front yard of a house near the Phoenix-Glendale border. A man and a woman bailed from the SUV and split up. Police in unmarked vehicles quickly closed in on the home and, with guns drawn, took the woman into custody and led her away in handcuffs. "The suspect remains outstanding, although we do believe to have him contained in about a four- to six-home area," Sgt. Jonathan Howard told reporters just before 2 p.m. "We have a SWAT team that is searching those homes and searching the area. "We believe that the overall neighborhood is safe, but if you’re in close, we’re asking that you lock your doors and you call the police if you see anything unusual or you hear anything, report it to us and we’ll send a team over. We’re hoping to have him in custody in the next few minutes."

Riggs asked why I did not mention HR1377 of 1995?  Simply put, Riggs followed HR1377 of 1995, a year later, with H.R 4062 of 1996. Frank Riggs, did you cosponsor HR 4062 of 1996? Yes, you did; that is a fact! Frank RiggsHere is the summary of that Bill: HR 4062 of 1996 - directs the Secretary of Education to reimburse States for costs of educating illegal aliens who are not lawfully present in the United States and are enrolled in a public school of a local educational agency in a State in an elementary or secondary school level [Kindergarten through the 12th grade] as of September 30, 1996.   Contrary to what Riggs is claiming in his meltdown, I am not making anything up. People, please read. 104th-congress/house-bill/4062/text Riggs thinks that all he has to say is, “I am a three-term U.S. Congressman from California” and we will kiss his ring, believe his untruths, and elect him into office. To me, when I hear, “I am a three-term U.S. Congressman from California” I say, that is “Strike one, two, and three! – You are out of here!” It seems that every time I bring up the truth about Riggs' bad legislation that has a negative impact on his campaign, Riggs has a meltdown; like his latest attack on me in the MCRC Briefs, and his unprofessional outbursts at the Yavapai GOP candidate forum. Dealing with Frank Riggs’ public melt-downs causes me to question his stability and self-control, traits required when holding the office of Superintendent of Public Instruction, the office responsible for educating our children.  We need leadership from the Superintendent of Public Instruction, stable leadership. I am Dr. Bob Branch, Ph.D., a teacher, school administer, businessman, veteran, and the current (District Four) Maricopa County Parks and Recreation Commissioner and I am fighting for your Child's tomorrow, TODAY!"
