Editor’s Note: Due to the seriousness of Timothy Lee’s letter below and the effect it can have on thousands of diabetics, Briefs did not edit his commentary to the normal 400 words. – ft

timothy leeAfter Going Through Several Diabetes Related Foot Surgeries, long-time Republican activist Timothy Lee is determined to get a Cuban drug licensed with the US. In a memo to Briefs, Lee wrote: The Cubans have developed a drug called 9-31-3-3-3-P, aka Heberproto-P, that appears to be very effective in curing advanced foot ulcers in people with diabetes. It could have been licensed for US clinical trials since 2007. It is patented in over 30 nations, including here in the US, and in the European Union. Most of us have never heard of Heberprot-P. The drug uses a form of epidermal growth factor (EGF) to help regrow cells lost to diabetic foot ulcers (DFU). According to the American Diabetes Association, DFU causes about 73,000 non-traumatic lower-limb amputations in US adults aged 20 years or older who were diagnosed with diabetes.

The idea behind Heberprot was developed in St. Louis years by biochemist Stanley Cohen and neurophysiologist Rita Levi-Montalcini – before the embargo. They received the 1986 Nobel Prize in Medicine for their discoveries of epidermal and nerve growth factors. They discovered that protein recumbent epidermal growth factor stimulates cell growth. The Cubans applied that idea to foot ulcers. Because of the embargo, we haven’t brought the drug to the US for clinical trials. But, President Trump could immediately license the import of Heberprot-P without waiting for Congress to debate the end of the embargo.

In fact, US scientists heard first hand from Cuban scientists about the Heberprot-P at two forums held here in 2014. One of them was a meeting of the Conference on the Management of Diabetic Foot Ulcers (DFCON, 2014), the largest meeting of US professionals treating patients with this ailment. So, despite the politics and the hurdles presented by Cuban-American politicians, the President could license the importation of the drug for study and use in clinical trials, followed by an application for approval of Heberprot-P by the Food and Drug Administration. In fact, there is a precedent. In July, 2004, the federal government permitted a California biotechnology company to license three experimental cancer drugs from Cuba. That required permission from the Treasury Department’s Office of Foreign Assets Control.

At the time, a State Department spokesperson said that an exception had been made because of the life-saving potential of the experimental Cuban drugs. A government condition of permitting the license required that payments to Cuba during the developmental phase were to be in goods like food or medical supplies, which are permitted under the embargo, while there are rules against providing the Cuban government with foreign currency. In 2004, the ruling was that after drugs reach the market, payments could be half in cash.

“Many Americans (like me) are mutilated or die every year (I nearly did 2 times in the past 4 years) because of diabetic foot ulcers. First the toes go, then the feet, (like mine) and later the legs. Death often follows,” Lee said. And this drug could have been available for trials since 2007 and wasn’t, because of politics? I could have been saved from all of the turmoil that I have endured. Let this be our legacy to be a loud shouting voice from the Desert. Contact your U.S. Senators today. And, remember to thank Congressman and friend, Andy Biggs, for his relentless efforts in helping so many American regain their health, prosperity and dignity. drugs-right-to-try-congress-434677 Contact Lee at (602)449-1000. Russell Sias -LaPaz co chrRussell Sias, La Paz County Republican Chair: I have a concern about the changing of white to red, porch lights.  I get it, that these people & businesses, government agencies, are willing to commit their property to a gun -free zone.  That's fine.  I have to wonder though, if I chose to go there, are they willing to take upon themselves, protection of me and mine, should some bad guy show up and ignore the gun free indicator? I would like to know what defensive tactics they plan to have in place to protect their visitors?  My concern applies to all.  Schools, city halls, court houses, businesses, social security offices, & all of the gun free zones out there; please advise the rest of us why we should trust that you are willing to accept the obvious responsibility of protecting the rest of us, when we allow your policy to disarm us? Some of us are cynical enough to not believe that the bad guys are not going to just ignore your gun free zone signs, so what do you intend to do to protect us in your gun free zone?  Inquiring minds want to know.  ...Before we voluntarily surrender our personal protection to you.

AZRA Communications Team: In the great tradition of AZRA's stellar history, the new Executive Committee of Arizona Republican Assembly (AZRA) is on the move with plans to hold our Convention, plan for a fundraiser and growing our strength.  The Republican Assemblies has been around since before the time of Ronald Reagan, who was a member of the California State Chapter of Republican Assemblies along with Phyllis Schlafly.  Members have been coming up with a myriad of great ideas for programs, fundraisers and recruiting Reagan Republicans.... those who believe the Republican Platform is a Constitutional-based document.  We are focusing on bringing younger members into the organization.  We older Republicans can learn a lot from them and they can learn a lot from us.  The future of the Republican party rests with these 30-55 year old citizens of all stripes to make Arizona great again and to Make America Great Again under President Trump.  Enthusiasm among our members has never been higher.  We are “The Republican Wing of the Republican Party.” We are poised to stand with all who share our goals and values.  We welcome you if you agree with our focus on true conservative principles laid out in the party platform.  Whether you are new to politics in Arizona or a well seasoned activist, there is a place for you in AZRA.  New chapters forming around Arizona now.  Please contact us at if you would like more information. – Irving Scott, chairman.

Paul Gosar 2016CD4 incumbent Paul Gosar: Make a difference now.  Congressman Gosar needs you. Do you live in Congressional District 4? (Kingman, Lake Havasu, Bull Head City, Parker, Yuma, Buckeye, Veraddo, Festival Ranch, Payson, Prescott, Prescott Valley, Chino Valley, Dewey, Black Canyon City, Cottonwood, Clarkdale, Colorado City, Jerome, Gold Canyon, Florence, San Tan Valley, Wickenburg). If so, if you haven’t signed Congressman Gosar’s petition to get him on the ballot you can do so online here: petition/VoterPetnAuth.aspx Keep Arizona’s Number One True Conservative™️ in office!

randy MillerLD21 Senate candidate Randy Miller: Concerns over Governor Ducey’s plan to raise teacher’s pay are many and are believed to be unrealistic. First, his proposal to use future earnings based on projections is nothing but pandering during an election year and grasping at straws hoping they fall in his lap. There are too many variables in today’s political and economic atmosphere with uncertainties that could cripple the country and state should his straws fall elsewhere. As a businessman, his knee jerk reaction is questionable. Sure, business plans include future projections on growth, but it isn’t with someone else money. If it is, a bank wants a detailed plan with comparisons to show a strong likelihood. Second, Ducey and those that join his one-horse carriage are falling into the trap of accepting blame where it doesn’t belong. K-12 historically has received the lion’s share of the state money and local property tax money, they get federal funding, they get a continued .6% sales tax and they get money from the state lottery. This is not a funding problem, it is a liberal spending problem and a Republican pandering problem. Watch for yourself as Ken Bennett demonstrates in his 3-part series while our Treasurer. ken bennett, 3 part series Our school districts have not posted a transparent budget, mixing their spending of unknowns with limited posting of general expenditures. They must post an itemized budget showing a breakdown of each department separately and the cost associated with each. Show us what they spend on Administration; how many positions in the department, vacant positions, supplies and services, memberships and dues, training and travel, retirement and healthcare costs, benefits to administrators and a total for the department etc. Do the same for teaching staff, support staff, transportation, building and maintenance etc. Gail Pletneck of Dysart School District, gets a clothing and car allowance. With benefits she makes over $220,000 a year! She can’t afford her clothing and car? We must know what they are taking in and what they spend it on. This is the only way the people can make informed decisions on these misdirected blame games. For our leadership to pander for votes and accept blame for what isn’t theirs is a failure to address real problems. I have talked to Dysart School Board members where my son is a student. All they could say is that would be too much work on administration and it is already posted on the state website. This is a fishing expedition that the people don’t need to go through. It should be on each and every one of the 217 school district sites by district and school. It is called open and honest reporting and accounting of our money. Is this so unreasonable?
