· To get detailed information on any bill of your choosing, go to BILL INFORMATION

·  Upcoming action on bills we are tracking. It is impossible for most people to respond to all of them. Simply choose those bills that are most important to you and phone or email with your “yes” or “no” opinion, depending on your wishes. If bill is in committee, use “Request to Speak” at AZPEOPLESLOBBYIST-ALIS

· Emailing tips: E-MAIL INSTRUCTIONS    “Request to Speak” tips: RTS INSTRUCTIONS

As a result of the special session on opiates and the expulsion of Rep Don Shooter, the schedule has been set back. Now the legislature is trying to make up for lost time by scheduling a lot more activity than usual. No one is expected to respond to all the bills being heard this week. Just pick the ones that are most important and forget the rest.

Notes From Readers

Opinions expressed by readers are not necessarily those of the Briefs. Commentary running over 400 words is subject to editing. – ft

LD17 PC Dianne Woods: There are 3 more days to put out a flag this month.  Feb 12th (Abraham Lincoln), Feb 14th (Arizona Statehood Day), Feb 22th  George Washington’s birthday).  I sometimes forget.  I’m not counting President’s Day, I don’t feel like honoring them all.  However, feel free to do so.

Gina Swoboda, Election Integrity: The good SB1466 and the very bad HB2206 are BOTH scheduled for CMTE hearings this Thursday, Feb 15th at 9am at the capitol. Please call, email, utilize the RTS system, or appear in person to speak on these very important bills.

· HB2206 (Mail procedures used at the polling place on election day, signature on affidavit envelope as ID) is being heard by the House Government Cmte at 900am in HHR1

· And SB1466 (restricts ability of county recorder to setup ballot dropoff centers, mega vote centers, only Board of supervisors may determine method of ballot tabulation) is being heard by the Senate Judiciary Cmte at 900am in SHR 109.

Please email with any questions. Thank you!!!

Gina Swoboda, Election Integrity: URGENT: A very bad, very dangerous bill has been introduced in the State House: HB2206, Early Voting, Voting Centers. This bill will allow Democrat County Recorder Fontes (and all 15 County Recorders), to utilize Early Voting procedures for ALL BALLOTS even those cast at the polls on Election Day. Even for voters who have not signed up for PEVL.  This is what Fontes did in the jurisdictional elections and we ABSOLUTELY DO NOT WANT THIS. This is an end run around a direct vote for ALL MAIL ELECTIONS which they know will not pass. Under this legislation, ballots cast on Election Day will NO LONGER be tabulated at the polls. This is also an end run around Voter ID, as ALL VOTERS ballots will be treated as Early Votes, i.e. placed in an envelope and a signature on an affidavit used as Proof of Identity. Please call and email ALL of our GOP legislators and ask them to vote No if this bill makes it out of committee. House: House Roster

Senate: SenateRoster Read bill here: bills/HB2206P Email with questions. Thank you!!!!

Gina Swoboda, Election Integrity: Finally, some good news!! An EXCELLENT bill has been brought forward by our state legislature: SB1466. This bill will go a long way to restoring checks and balances in how our elections are run in AZ. SB1466 (voting centers, board of supervisors), instructs our Board(s) of Supervisors to designate polling places and method of tabulation, only BoS may designate ballot centers, early ballot dropoff locations. The county recorder must have resolution from Board of Supervisors to establish additional voting locations. EXCELLENT!! Lobbyists are actively working to kill this bill. Please call & email our legislators and ask them to vote YES on SB1466 to restore election integrity. House: House Roster

Senate: SenateRoster Read bill here: SB1466P.htm.  Email with questions. Thank you!!!!

Activist Mark Lewis, VP Engineering Water Resource Institute: Dear energy legislators, A Billion dollar increase in AZ electric rates to subsidize solar billionaires is going on ballot for 2018. The ultra-left green billionaire Tom Styer is promoting a billion dollar rate increase to APS / TEP customers in the 2018 election via ballot measure. They are spending $20 million to increase solar subsidies and tip the balance of power in the US senate back to liberals. This liberal solar turnout boost will help elect a Democrat to the US Senate for Flakes seat. They are also after the US Senate seat in NV with another NV solar subsidy ballot measure. We need APS / SRP / TEP / Manufacturing Association to fight this ballot measure that will massively subsidize Solar Billionaires like Elon Musk, Tom Styer and others. The solar subsidy ballot-initiative announcement comes shortly after Corporation Commissioner Andy Tobin announced a proposal to increase the commission's requirement for renewables. Tobin proposes including nuclear energy in the definition of "clean" energy and raising the standard to 80 percent by 2050. The ballot initiative would not include nuclear power and would require a much faster ramp-up in renewables. We are already paying solar panel owners $5 month to subsidize the wealthy for their panels, and now they want more. California invested heavily in 50% solar power. Now there's so much Solar energy in CA that other states are paid to take it, because they put in a 50% requirement measure. Please ask Speaker J.D. Mesnard and President Steve Yarbrough to put a competing ballot measure out to cancel all solar subsidies in excess of 15% for the next 25 years, if each retail consumer does not agree to the solar rate increase in writing. And we should put Andy Tobin's plan on the ballot as an alternative, measure, if we trim his proposal back to 30% non-carbon. Write up an energy ballot measure and get it out ASAP. See:

Scottsdale Mayor candidate Virginia Korte: After a year of studying and prioritizing the projects our city needs, the Capital Improvement Plan Subcommittee that I chair has forwarded our recommendations to the City Council. When the full council reviews those recommendations on Tuesday, February 20th, councilmembers will be considering the funding options for the highest priority projects that are not included in the next fiscal budget or the five-year capital improvement plan. Our subcommittee has identified the need to invest $350 million to complete these most pressing projects. There is a combination of options to fund them: bonds, sales tax and increasing the city’s storm water drainage fund. Some of the projects under consideration include matching funding from other sources. Solving our immediate capital improvement needs is my number one priority this year. We cannot afford to ignore maintaining the city’s systems and structures that contribute so much to our quality of life.  Keeping up with our infrastructure needs is also important in continuing to make Scottsdale a destination for visitors and something that attracts new businesses. I will keep you updated on our progress so you can help increase the awareness about this critical issue we must address.

Maricopa County Supervisor Steve Chucri: The Board has approved the next steps toward personnel reform and workforce transformation. Over the past several years, the County has worked to mirror best practices for an engaged and exemplary, customer service-focused workforce. We approved the transition of a number of supervisor and professional positions to unclassified status and approved a new streamlined discipline policy that will give managers more tools to address performance issues. There is more to come on this front, stay tuned.

Maricopa County Supervisor Steve Chucri: Public safety is a core function of what we do as a county government and jails are a necessary component. This week, the walls went up at the new Intake, Transfer and Release Facility (ITR) to replace the aging Durango jail.  We will apply science and best practices to the facility design incorporating the latest research.  The new jail will make the booking process more efficient and streamlined for law enforcement officers, which will allow them to be back on the streets for a safer community. Construction is scheduled to be complete by early 2020.  For more information, click here.
