3-15-18 Briefs


Gary Morris, Gila ChrGary P. Morris, Chairman Gila County Republican Committee: As has been well covered by the “Briefs”, House Representative T.J. Shope, Chairman of the Rules Committee, is refusing to schedule a hearing in his Committee on House Bill 2012 regarding limiting proxy use at state conventions and business meetings. His position of “not wanting to micro manage political parties” is weak, and a dodge, and is a blatant disregard of precinct committeemen wishes from all over the state.

    So, here’s why the Bill should be heard and passed by the legislature. The State Republican Party, and the Republican National Committee, spent millions of dollars winning a Supreme Court law suit protecting Arizona’s legislation prohibiting ballot harvesting that had a well-documented history of misuse and voter fraud. The legislation brought enhanced honesty and integrity to the voting process.

 TJ Shope   The use of proxies for political party’s conventions and business meetings have similar issues of misuse and voter fraud that was found in ballot harvesting. So why is the state legislature, particularly the Rules Committee Chairman T. J. Shope, resisting a Bill that would prohibit “ballot harvesting” by use of proxies?

    The use of proxies also violates the “One Man – One Vote” principle so dear to the American voting process. “Roberts Rules of Order” also prohibits use of proxies – “Proxy voting is not permitted in ordinary deliberative assemblies…because Proxy voting is incompatible with the essential characteristics of a deliberative assembly in which membership is individual, personal, and nontransferable…

    Further, and perhaps more importantly, the Arizona Legislature does not permit the use of proxies for the same reasons described above. Proxies place extraordinary power and influence on a single person carrying large numbers of proxies. The carrier can place multiple votes upon his own decision, using proxies, without ever consulting the absent signer of the proxy.

    At the latest Republican state convention this past January, 581 state committeemen were present. They carried 388 proxies – That’s 67% of those present! AND, approaching 45% of the so-called total “eligible” votes to be cast at the meeting! During the roll call, it was announced that one County Chairman was carrying 42 proxies! I believe anyone can see the extraordinary power placed on that single chairman and the rampant potential for voter fraud that can (and many precinct committeemen believe has occurred numerous times in the past) to swing an election or change a meeting business decision.

 ADI proxy pig cowbelle    Proxies don’t require the absent proxy signer to state a written vote position on the proxy, nor is the proxy carrier required to consult with the proxy signer by phone from the floor of the meeting. Further, there are often resolutions from the floor of the meeting that are not listed on the agenda and when that occurs there is little time for the proxy carrier to consult with the absent proxy signer before a vote occurs. And if the proxy carrier is carrying multiple proxy’s it would be impossible for him to consult with multiple proxy signers before the vote is cast. (Photo- Proxy Pig and Cowbelle -  ADI 2017)

     In addition to 388 proxies carried at the latest Convention, and 42 carried by a single chairman, state committeemen have routinely observed as many as two dozen proxies being carried by multiple proxy carriers, usually by County and Legislative District Chairmen, at past Republican Party state conventions …and I think the same could be said for a Democrat state meeting. This means a mere 4 proxy carriers could have the power of 100 votes to be cast for the election of officers. Such power to a very small minority can swing an election and leads to expanding corruption.

     And, it’s been observed by precinct committeemen for some time that some County and Legislative District Chairmen recruit precinct committeemen to run for election as a State Committeeman with a pre-established understanding that they would not need to attend the state convention and the Chairman would carry their proxy - with the sole purpose to have power to influence a vote with multiple proxies.

      ADI proxy pig 1From a macro view, it would be even more egregious if a State Chairman recruited a small group of County and Legislative District Chairmen loyal to him, who then harvested similar large numbers of Proxies, which would deliver 200 0R 300 “fixed” proxies to the election process and now we truly have a Chicago style Party control by the few.

     The Arizona Republican Party held their election for State Chairman at its state convention a year ago in January, 2017. In a highly contested election, the State Chairman who was elected, did so by just 34 votes. Many State Committeemen in attendance argue that just two or three proxy carriers swung that election, and the circumstances of that election remain a very contentious to many today.

     az-gop-proxy 2Further, had the chairman (or any state committeeman) carrying 42 Proxies previously described been carrying those Proxies to the 2017 State Convention, he alone, could have swung that election! This type of voter abuse and fraud should never be allowed!

     That election was so contentious that a grass roots petition effort erupted among precinct committeemen from around the state which to date has obtained nearly 900 signatures from Republican precinct committeemen and women in support of limiting the use of Proxies. AND, the numbers of signatures continue to grow. These are people who have seen the abuse and voter fraud firsthand and want to clean up their own political party. (Photo ADI 2015)

     Further, at the recent Government Committee hearing on House Bill 2012, which passed the Bill out of Committee, there were 22 persons signed in to speak…20 in favor, and only 2 opposed. That’s a large turnout for a hearing on any Bill.

    So, Rep Shope, does your failure to act mean that you endorse this misuse and voter fraud using proxies that the grass roots precinct committeemen see on a regular basis? This is a slap in the face to all independent (non aligned) PC's, certainly those in LD22. I am very seriously considering not submitting for next years PC position. I have repeatedly tried to have Debbie Lesko address the money movement issue but she is way too busy packing. Can you think of a reason to persevere?  I need a damn good reason.

LD23 Nancy Plencner: Frosty, it seems to be a daily, jaw dropping, headline grab, by our two United States Senators who continually promote, extol, and champion proposals that run counter to President Trump and the people's agenda.  Whether it be on immigration, the wall, health care, or most recently the President's selection to run the CIA.  One would think these two men were Senators from New York or the great Communist State of California.  Arizona continues to win the "Goofy Politician Award".  I remember the days of Barry Goldwater, Dennis DeConcini and John Rhodes, Arizonans who made us proud.  Keep that in mind folks when considering primary and general election choices to replace outgoing Flake and McCain.  America deserves better from Arizona.
