Barbara BushRemembering Barbara Bush: Former first lady Barbara Bush, who died Tuesday at age 92, is being remembered for her strong presence, grace, dignity and unwavering devotion to her husband, former President George H.W. Bush, and their family ... Bush died days after her family announced she was in failing health and would decline further medical treatment in favor of "comfort care." Her funeral will take place Saturday at St. Martin's Episcopal Church in Houston, which she and her husband regularly attended. She will be laid to rest on grounds of the Bush library at Texas A&M University in College Station. With her cloud of snow-white hair, signature three strand pearls and compelling presence, Barbara Bush's image was what she laughingly called "everybody's grandmother." But she was also feisty, outspoken, a tireless advocate for literacy and both wife and mother of a U.S. president. George H.W. Bush was “brokenhearted” over the loss of his “beloved Barbara” and was said to have held her hand all day. He was “at her side” when she passed away, his chief of staff said. (FOX news)

archie dicksionHearing Alert On SB1519 From Archie Dicksion: On the legislative website the hearing is scheduled for 10 am., Thur., April 19 in SHR 1 or upon recess of floor. The “Strike All” Bill now consists of 82 pages instead of the original 52 pages. Some takeaways from my hurried reading of the proposed legislation. There is no definition of the term “Severe Threat”. I have gone to 3 or 4 different sections referred to in the Bill to try to ascertain the meaning of that term. We still have the same violations of the 4th and 14th amendments. Now the detained person will have a right to a court hearing only upon written request. There is no specification as to whom that written request must be submitter or how it is to be submitted. You are entitled to an attorney, problem is, you do not know you need an attorney until after you are arrested. There is no provision for how you are entitled to contact an attorney or who will pay for that attorney if you cannot afford to pay. It could also impose criminal penalties upon third persons who have no knowledge of what is transpiring. It also imposes upon school teachers the duty to acquire additional education on mental health to observe students to determine if they are a threat to commit suicide. School district must now create new departments  and hire new employees solely for mental health purposes and what is called resource officers. This Bill in my opinion will cost hundreds of millions of dollars each year for the Department of Education. The Bill makes no provision to indicate where these funds will be derived. This Bill if possible is worse than the original.

dave kopp  2AzCDL Action Alert! The Senate Commerce and Public Safety (COMPS) Committee scheduled a hearing on SB 1519 fat 10 am,. Thurs, April 19 SB 1519 is the legislation based on the Governor's "Safer Arizona Schools" proposal.  While SB 1519 is an improvement over the original proposal it is still unacceptable as filed. Thanks to your activism that generated almost 37,000 emails to the Legislature, the Governor's staff reached out to AzCDL and concerned legislators to discuss changes to the proposed legislation.  The result is an 82 page "strike everything" amendment that, if passed, will replace the original language in the bill. The proposed amendment is a significant improvement over the original bill.  The standard for issuing a "severe threat order of protection" has been raised to proving a "credible threat of death or serious physical injury."  There is recourse against someone filing a false claim.  Proper due process has been added.  Firearms restrictions can only occur after court hearings and a professional mental health evaluation upholding the original claim.  However, as much as the amendment improves on the original bill there are still issues remaining that need to be addressed.  We are working with the bill's sponsor, Senator Steve Smith (R-LD11), on an additional committee amendment to address our concerns. We remain opposed to SB 1519 as filed.  However, if the proposed committee amendments are approved by the COMPS committee and adopted by the full Senate, we will shift to a "neutral" position. Controlled Rock Blasting For The Loop 202 South Mountain Freeway west of 32nd Lane is scheduled to begin Thursday, April 19, requiring brief closures of a road leading to a residential development currently under construction. Periodic closures of Shaughnessey Road are expected to last approximately 30 minutes, as crews need to secure and clear the area before breaking large rock into smaller, more manageable pieces to create a path for the freeway through two ridges at the southwestern edge of South Mountain Park. All controlled rock blasts will be scheduled during daylight hours through early 2019. Message boards will provide advance notice of any traffic restrictions.

Activist Marcus Kelley: I spoke with a pollster last night regarding the recent poll in the Lesko v. Tipirneni Congressional race putting Tipirneni up by 1%.  According to that pollster, the poll way oversampled Democrats and under-sampled Republicans.  He said that if your poll doesn't accurately reflect who votes, your results will be off.  I don't share this to get Republican volunteers to ease up and not work for Lesko as hard, but I share this to ensure Republicans do not lose hope and stay in the fight.

LD4 Michael Todd: I am disgusted by the AZGOP. As the ONLY PC in the Rainbow Valley Precinct, I have tried several times to get access to the data so that I can make walks and support Republican candidates? Do you think the office will provide me with the data or training on how to get the data? They are willing to help me about as much as Obama or Hillary are willing to help me. Possibly less. I encourage every district to pass a resolution mandating that the GOP Office do their job, and not just the job that a few swamp dwellers want them to do! It’s time that we take back our party. It’s time that we hold the party and the office accountable. These people are using our dollars and are not measuring up to their responsibilities. In a day and age where every vote truly counts, the GOP office MUST start helping the PC’s. I’m so tired of hearing from the county and state offices how important PC’s are, but then they do nothing to support us. Although the solution to the proxy issue may not exist in La Paz County, that doesn’t mean there’s no solution.  In Maricopa County alone, there are thousands—that’s right, multiples of a thousand—PC vacancies.  We just need to adopt the strategy of our opponents and collect proxies, even though it would be better if we could all be friends and focus our attention on beating democrats.  Consider this:  if, across the state, we recruited 1500 paper PCs, they’d earn us 500 SC proxies to vote, even if the people didn’t attend anything.  Better yet, we could get 2100 PCs and 700 proxies to vote at state meetings.  As you point out, doing what we’ve been doing isn’t working.  Quitting is a poor option, so let’s change strategy and go after a win! – George Moriarty – Happy Valley Precinct

archie dicksionActivist Archie Dicksion: The concept of providing legislation for the protection of our school students is a laudable one. This Bill does not even come close. We have not gone from a 52 page Bill that is vague, uncertain and ambiguous to an 82 page bill that suffers from those same problems. If someone were to file a complaint under this Bill against anyone of you the first knowledge you would have is when the policeman is standing on your doorstep to arrest you. Where is your right to confront your accuser before you are convict of a crime? You are then hauled directly to a mental health facility and detained involuntarily. Under the Bill, you have a right to a hearing. To whom and how do you convey this request for a hearing? You have a right to an attorney. Since you did not know of the problem until you were arrested, how do you arrange for an attorney to represent you? If you cannot afford an attorney, then are you denied the right to an attorney? Under this Bill, if you refuse to cooperate with the mental health facilities, they report that to the court and now you are guilty of another crime. All of this is done without a hearing in which you can object. Can any of you please direct me to the code section where I can find the definition of the term “severe threat”? The Bill itself does not appear to define that term nor does any of the code section that I could find referred to in the Bill define that term. This Bill is going to require the teachers to obtain additional education on recognizing and reporting on mental illness problems. Are they to obtain this education at their own expense? All of this to be done before the school year begins in 2018. The School Districts are going to be required to form new departments dealing with the issues raised by this Bill. Are those costs to be covered by their current budget or will they be provided additional funds to cover the additional office space, employees and employee benefits? Does each District get to establish its own security measures or is there to be something on a state wide basis to which they all must adhere. Where in this Bill does the specify any steps that are to be taken that will provide student protections from events such as occurred in Parkland Florida?

Krysten SinemaAmerican Post-Gazette - Deceptive Sinema: We are witnessing historical efforts by the Democratic Party, in concert with The Arizona Republic and other local media, to elect one of the most extreme liberals in Arizona to the US Senate. The candidacy of Congresswoman Kyrsten Sinema is being foisted on us in a typically deceptive manner by the left. She paints herself as a “moderate,” someone willing to work with Republicans to “get things done.” Yes, she has done some of that; but don’t be fooled. Sinema couldn’t get anything done as an Arizona legislator then nor as a congresswoman now without taking a few opportunities to work with Republicans. As a member of the minority party, that is all that she could do.

     No one has claimed she’s stupid; we’ve only claimed she’s a clever opportunist, willing to put her true beliefs aside when the occasion presents itself to work in her best self-interest. She first ran for office in Arizona as a Green Party member, lost, and figured out she had to be at least a Democrat to win. As a member of Congress, she has been given great latitude by her political soulmate, Nancy Pelosi, to vote for enough Republican bills that were going to pass anyway so she could build that “moderate” label – just enough to fool the voters back home. Don't buy it.

    Sinema is no moderate. In 2017, she voted against the No Sanctuary for Criminals Act which would restrict the ability of states and localities to receive federal funds if they refused to cooperate with ICE. A recent Harvard-Harris poll found 80% of American voters believe local authorities should cooperate with ICE. Sinema is certainly in the small minority who believe otherwise. And it’s not just her protection of sanctuary cities that should cause law-abiding American citizens to question her loyalty to the rule of law.

    As a member of the Arizona House: In 2007, Sinema authored HB2286 that would make it a felony if anyone other than law enforcement reported an illegal alien. She also authored HB2278 that would end the death penalty for murderers and rapists. In 2009, she voted against SB1253 that adds drive-by shootings to the classification list of felony murders. Thankfully, that bill passed 50-5; again demonstrating how far out of the mainstream she truly is, even within her own party.

    When Sinema first ran for office, she bragged she was a defense attorney who defended murderers; then, when called out on it, she claimed that her past work shouldn’t count against her. Sinema also believes there aren’t enough American citizens willing to work. One of her first acts as a congresswoman was to hire an illegal alien, Erika Andiola, as her “Outreach Director.” Think about that: a sitting congresswoman hired an illegal alien to work for her in her congressional office. Talk about being tone deaf to Arizona citizens – and to the rule of law. Please notice her currently running TV ad touting her dedication to veterans (an easy sell; almost everyone supports our vets). Sinema doesn’t mention her party affiliation. She’s not stupid, but she is deceptive and conniving and can’t be trusted. -  The Watchman

DiCiccio headshotPhoenix City Councilman Sal DiCiccio: I am incredibly pleased with the new licensing and zoning regulations passed today by the Phoenix City Council in regards to Sober Living Homes. In combination with a new state law signed by Governor Doug Ducey last week, Phoenix will now become the nationwide leader in addressing the myriad problems of this fast-growing industry; protecting the vulnerable population counting on these facilities to aid their journey to sobriety, and in so doing ensuring a quality neighborhood environment for every resident. Sober Living Homes are a relatively new business model that takes people directly from short-term inpatient drug and alcohol rehab programs, and – at least in intent – helps them transition to a productive, sober life. Unfortunately, since there was previously no regulation or oversight of these businesses, many are little more than insurance or government-subsidized flophouses – places with as many as 10 people, newly released from rehab, living together in questionable conditions entirely without professional assistance or supervision. Tragically, this lack of minimum operating standards has already resulted in the deaths of multiple people nationwide.Now, anyone who sends their loved one to one of these facilities in Arizona can be assured that they will have the support they need to help enable their recovery. Included in some of the new requirements are measures requires Sober Living Homes to have a trained, on-site supervisor to assist them in their recovery, a discharge plan to ensure residents are not simply dumped on the streets when their insurance coverage runs out, along with basic safety measures to ensure the safety and security of residents and neighborhoods alike.I would like to thank, first, the many neighborhood leaders and residents who first brought this issue to our attention and participated in this process from the very beginning. The citizen group, Take Action Phoenix, was key throughout this process, and I would like to especially thank Wally Graham, Jeff Spellman, Linda Colino and every member of TAP for their tireless efforts to work with the City, industry representatives, and experts, to develop these new guidelines.I would also like to thank my fellow Councilmember Debra Stark, as well as State Senator Kate Brophy McGee, without whom none of this would have happened. Lastly, my Chief of Staff, Sam Stone, who took up this cause on behalf of our residents on his first day on the job and fought throughout to make sure their voices were heard.

Bush's WH Nov. 1990 (2)Supt of Public Instruction Frank Riggs: Cathy and I first met President George H.W. Bush ("41") and First Lady Barbara Bush at a White House reception they hosted for newly-elected members of Congress and their spouses in November, 1990.  They couldn't have been kinder, inquiring about our children and sharing their memories of first coming to DC as Congressman-elect Bush and wife. Fast forward a couple of years to a reception for congressional wives with Mrs. Bush as the guest of honor.  I had just helped organize the "Gang of 7" -seven Republican freshmen (first term members of Congress) - in exposing the wrongdoing and corruption at the House Bank and Post Office.  The scandals had implicated members of both parties and roiled the House of Representatives, and Cathy was shunned by the other wives (she likened it to high school peer pressure).  Mrs. Bush, though, made it a point to seek out and speak to Cathy and Julie Doolittle, the wife of Congressman John Doolittle, another member of the Gang of 7. President Bush (I'll always think of him that way) and Mrs. Bush were the epitome of class, grace, concern for others, and service to country.  Cathy and I feel blessed to have known them and I'm grateful I had the extraordinary honor and privilege of serving in Congress when they were in the White House.

The bottom line is, I stand with more border security and if elected, I will do everything in my power to make sure that we're aware of the technology that can be used at the border! Frank RiggsSupt of Public Instruction candidate Frank Riggs: Addressing stagnant teacher pay and growing benefit costs requires bipartisan solutions. I’m glad to see Gov. Doug Ducey's proposal to prioritize K-12 education funding in this year’s budget and I support his call for a phased 20% increase in teacher compensation. We should also increase per-pupil funding to pre-Great Recession levels and index it thereafter to student enrollment growth and inflation. The governing boards of school districts and charter schools would then decide how state funds are divided between educators and support personnel, as well as facilities and equipment. I believe in inclusive, aspirational politics, bringing people together rather than exploiting differences. We need a bipartisan approach to solving the challenges we face in improving K-12 education, and Gov. Ducey’s proposal is a good start.

Recreational Shooters Will Commemorate the “Shot Heard ‘Round the World” Sat., April 21 at the Arizona Game and Fish Department’s Ben Avery Shooting Facility in north Phoenix. US Senate candidate Joe Arpaio and incumbent Arizona Secretary of State Michelle Reagan will be the first speakers at the 9 am., Sat., April 21 Fountain Hills Republican Club “Meet the Candidates,” according to President Rosemary Hansen.
